To ask the Secretary of State for Education what are the reasons for not including heads and governors of grant-maintained schools in the consultative processes which set the local management of schools formula for their schools.

Since 1 January 1994, local authorities have been required by law to consult heads and governors of grant-maintained schools in their area, as well as those of the schools which they maintain, about proposed amendments to their schemes of local management where these amendments constitute "significant variations" which require the Secretary of State's approval.
