To ask the Secretary of State for Foreign and Commonwealth Affairs what criteria the Government use to judge the efficiency of overseas aid; and if he will make a statement.

Ensuring the efficiency and effectiveness of United Kingdom aid has the highest priority. The ODA's departmental report 1993, Cm 2202, sets out the Government's approach to these issues.
