§ Mr. BurtHousing benefit is payable only to people who are liable to pay rent. I intend issuing further guidance to local authorities to clarify the circumstances in which housing benefit is properly payable to young people being looked after by social service departments. The local authority associations will be consulted before this guidance is issued.
