To ask the Secretary of State for the Home Department what consultation took place with representatives of the ethnic minority communities in(a) Lancashire, (b) the north-west and (c) England before the Government decided to reduce the share of section 11 funding for projects funded jointly with local authorities from 75 to 57 per cent.

Decisions made in the public expenditure round reflect the general economic situation and consultation with particular interest groups would not be practicable in the course of that process. However, we have subsequently sought the views of all interested parties on how the available funding should be used in order to achieve maximum benefit for members of ethnic minorities.
