To ask the Secretary of State for the Environment what plans he has to develop a United Kingdom-wide strategy for the safe handling and disposal of used tyres.

Used tyres are controlled waste as defined by the Environmental Protection Act 1990 and as such they are subject to stringent controls. Section 34 of the Act—the duty of care—places a duty on everyone who has a responsibility for waste to ensure that it is properly managed from production to disposal. Producers of waste must, under the duty of care, satisfy themselves that they are passing on waste to people who will handle it properly and ensure its safe disposal. Facilities which accept used tyres for disposal require a waste disposal licence under the Control of Pollution Act 1974, soon to be superseded by the waste management licensing provisions of the Environmental Protection Act 1990. Such licences include conditions designed to prevent pollution of the environment and harm to human health.
