To ask the Secretary of State for Defence if he will make it his policy to allow the International Atomic Energy Agency to conduct special inspections at undeclared sites in the United Kingdom.

The powers of the International Atomic Energy Agency (IAEA) to make special inspections at declared sites in the United Kingdom are defined in article 73 of the United Kingdom/Euratom/IAEA agreement on the application of safeguards in the United Kingdom (Cmnd. 6730). Because the United Kingdom is a nuclear weapon state under the terms of the nuclear non-proliferation treaty, the question of special inspections at undeclared sites does not arise.
