§ Mr. SackvilleA steering group has been developing a new system for allocating captial to respond to changes in the new national health service. The group's proposals will need further development in the light of my right hon. Friend the Secretary of State's statement on 21 October. Allocations for 1994–95 will be based on existing arrangements.
