§ Mr. SoamesIn submitting proposals for further rules to protect animals in transport, the Commission drew attention to the difficulties of enforcing overall journey limits for particular categories of animals. In the negotiations we are seeking strong and enforceable welfare safeguards for all types of animals, including appropriate feeding and watering intervals, based on the high standards which we are applying in this country.
