The Home Secretary has asked me to reply to your recent Question about the criteria by which convicted prisoners are placed in closed or open prisons.The criteria are set out in guidance to Prison Service establishments contained in Circular Instructions 7/1988 and 2/1991. Copies are in the House of Commons Library and have been made available to penal interest groups. I have sent personal copies to you.I have no plans to publish this material more widely.
