(2) The primary sector's percentage share of a local education authority's Aggregated Schools Budget will be heavily influenced by a variety of factors, including the respective numbers of primary and secondary grant maintained schools in the authority's area: the respective contributions made by schools and further education institutions to the totality of provision for the age-range 16–18: and (in the case of the authorities marked1) the inclusion of special schools' funding within the Aggregated Schools Budget.
