§ Sir John WheelerThe RUC has primacy in investigating, arresting and securing the prosecution of terrorist racketeers and financiers and the Government are giving them every assistance in their efforts. A terrorist finance unit has been set up within the Northern Ireland Office and works closely with the RUC in investigations and in designing effective countermeasures against terrorist fundraising activities. The Government have introduced special investigative powers for terrorist finances, backed up by criminal penalties and increased sentences for terrorist offences.
