asked Her Majesty's Government:

Whether, since the Welfare of Animals during Transport Order 1992 (SI 1992/3304) contains a reserve power for ministerial intervention, they are having checks made on whether local authorities are adequately exercising their responsibility to prevent cruelty in the transport of deer in velvet up to 50 kilometres.

The Government is not aware of any problems in the transport of deer that would require the exercise of these powers.
