To ask the Secretary of State for the Environment if he will make a statement on the implementation of his policies in relation to allowing local authorities to spend capital receipts from past sales of council houses.

We have recently widened the scope for debt-free local authorities to spend their reserved capital receipts. Other authorities can spend their reserved receipts provided that they use a credit approval. We have no plans to alter these arrangements.
