§ Mr. Peter LloydThe 1989 Green Paper "Summer Time—A Consultation Document" (Cm 722) considered possible losses and gains from returning to Greenwich mean time in winter, in particular as to: the incidence of road traffic accidents; crime; leisure pursuits; energy consumption; communications; travel; trade; agriculture; the construction industry; and tourism. Representations we have received since the Green Paper have focused on that range of issues.
