How many children, born of parents either or both of whom were mentally handicapped, have been taken into local authority care in each of the last five years.

What are the average per capita figures in each of the last five years for (a) capital costs and (b) ongoing annual expenditure incurred in re-settling mentally handicapped patients discharged from former residential institutions, split between (1) those who have been returned to their families, (2) those who have been placed in village communities and (3) those for whom other provisions has been made under the community care programme.
