§ Dr. MawhinneyOn 9 June 1993 I asked the medical director of the national health service management executive, Dr. Graham Winyard, to carry out a review of current medical staffing policies. The terms of reference were
(i) To identify and consider the options available for the continued implementation of current NHS medical workforce policies including Achieving a Balance and the New Deal. This work is to be carried out in the context of the internal market, and the proposed changes in specialist training and taking into account resource constraints and managerial feasibility.(ii) To make any recommendations to the Minister for Health for implementing any changes which may need to be made to existing policies by 31 October 1993.Membership of the working group included representatives of the medical profession and NHS management.
Dr. Winyard has now submitted his report and we are considering a number of recommendations for changes to current medical staffing policies.
