To ask the Chancellor of the Duchy of Lancaster what was the worth of civil service work market-tested by September; what proportion has been competed for by in-house teams; and what proportion was awarded to the private sector without in-house competition.

Provisional estimates show that by 30 September 1993 around £700 million of civil service work has subjected to a process of examination and review to improve value for money under the competing for quality initiative. Of this, about £624 million was market tested or strategically contracted out. Excluding the contractorisation of the Atomic Weapons Research Establishment—value £275 million—about 66 per cent., or £232 million was competed for by in-house teams. The remaining 34 per cent., or £117 million, together with the AWRE contractorisation, was awarded to the private sector without in-house competition.
