asked Her Majesty's Government:

What action they have taken to consider whether law, policy and practice concerned with education of children and young people up to the age of 18, are in full compliance with all the provisions in the United Nations Convention on the Rights of the Child, and whether they have in particular considered whether such law, policy and practice is in full compliance with—

  1. (a) Article 2;
  2. (b) Article 3;and
  3. (c) Article 12 of the Convention.

The Government considered these issues before we ratified the convention in December 1991. We are presently preparing a report on developments since then. That report will shortly be issued in draft for a period of consultation before it is submitted in January 1994 to the United Nations Committee on the Rights of the Child in accordance with Article 44 of the convention.
