§ Mr. NeedhamAnthrax vaccine was made specifically licensable in the Export of Goods (Control) Order 1992, which came into force on 31 December 1992. Prior to that it was controlled under a general military heading—ML7 —relating to defence against biological agents. For the 251W period in question, the total number of licences issued specifically for anthrax vaccine could be provided only at disproportionate cost.
