Mr. Tipping

To ask the Secretary of State for the Environment what is his latest estimate of transitional costs in respect of local government reorganisation in England.

My right hon. Friend has made no estimate of the transitional costs of local government reorganisation.

Mr. Tipping

To ask the Secretary of State for the Environment what plans he has to increase the level of total standard spending and aggregate external finance to meet the transitional costs of local government reorganisation.

Mr. Baldry

We intend to take any transitional costs of local government reorganisation into account in deciding the appropriate provision for local government expenditure for a year. My right hon. Friend intends to announce his proposals for the 1994–95 local government finance settlement shortly.
