To ask the President of the Board of Trade what is his policy on the issue of new licences for telecommunications operations.

Mr. McLoughlin

The Government's policy on the issue of new licences for telecommunications operations continues to be based on the 1991 White Paper "Competition and Choice: Telecommunications Policy for the 1990s" (Cm 1461). Class licences, which do not require an individual application, cover the provision of a wide range of telecoms services, while applications for individual licences are considered on their merits.
