To ask the Secretary of State for the Environment whether the remit of the Local Government Commission includes making recommendations on changes in intervals for elections and on the creation of single-member wards; and whether such proposals could be implemented by statutory order alone.

Mr. Baldry

The policy guidance to the Local Government Commission for England, revised November 1993, invites the Commission, where it recominends structural changes, also to make recommendations about future electoral arrangements, including warding, number of councillors and electoral cycles.

Such proposals could be implemented only by statutory order.
