§ Dr. MawhinneyIt is expected that after 1 April 1995 virtually all national health service hospital care will be provided by trusts. As trusts have to compete for contracts from purchasing authorities for the provision of care, their management should have the most cost-effective structure possible which is compatible with the proper discharge of their function.
