Friend the Secretary of State for Foreign and Commonwealth Affairs discussed the situation at the Hazratbal mosque with Dr. Manmohan Singh, head of the Indian delegation to the Commonwealth Heads of Government meeting in Cyprus on 21 October. We welcome the restraint so far displayed by the Indian Government in their efforts to resolve the situation.

§ Mr. Lennox-BoydI have regularly discussed the situation in Kashmir with the Indian Government. Neither India nor Pakistan fully implemented the resolutions of 1948 and 1949, which Britain supported and they have to some extent been overtaken by events. We believe the Kashmir dispute can ultimately be solved only by peaceful agreement between India and Pakistan as provided for under the 1972 Simla agreement. We have urged both countries to resume their bilateral dialogue.
