Mr. Betts

To ask the Secretary of State for the Environment what is the latest estimate of capital receipts which local authorities will spend as a result of the temporary relaxation in the November statement of 1992; and what was the forecast made at the time.

Recent information provided by most local authorities in England indicates that authorities expect to obtain around £2.3 billion of usable capital receipts during the period of relaxation—13 November 1992 to 31 December 1993—of which about £1.3 billion
