What has been their response to Mr. Kozrev's proposal that a "voluntary fund" by Western governments be set up to finance what he describes as "peace-keeping" by the Russian Armed Forces throughout the ex-Soviet Union including current actions in Georgia and Turkmenistan.

My right hon. friend the Foreign Secretary discussed Russian ideas for peacekeeping operations in the former Soviet Union with Mr. Kozyrev during his visit to London on 26 October. My right honourable friend said the UK would be willing to consider supporting Russian peacekeeping operations on a case-by-case basis provided this conformed to internationally recognised principles. He made it clear that we did not support Russian ideas for a general voluntary trust fund under UN auspices.
