To ask the Secretary of State for Social Security how many people live on income below the appropriate benefit level for their circumstances.

Mr. Burt

The latest estimates for the take-up of income-related benefits are for 1989 and show that there were around 2.2 million people who were eligible for income support, housing benefit or family credit who had not claimed. Many of these would have been eligible only for small amounts of the relevant benefit.
