Mr. Bennett

To ask the Secretary of State for Employment what is the total amount budgeted for consultants in the Health and Safety Executive in 1993–94; and if he will list all those consultants employed this year so far.

I understand that the Health and Safety Executive (HSE) has no separate budget for consultants. Consultants employed this year so far are listed:

  • Total Quality Management International
  • The P. A. Consulting Group
  • Dr. E. G. Masdin
  • Patrick Thomas Consultants
  • Shreeveport Ltd.
  • KPMG
  • Denham Nash
  • The Capita Group plc
  • W. S. Atkins
  • Keisley Harris Ltd.
  • Touche Ross

So far this year, HSE has spent some £99,000 with these companies.

To ask the Secretary of State for Employment what effect the market-testing programme at the Health and Safety Executive headquarters at Bootle is expected to have on the numbers of staff employed by the executive.

Given the competitive nature of market testing, it is not possible to predict the outcome of particular tests. Tests completed or approaching completion which affect staffing at the Health and Safety Executive's Bootle headquarters show a saving of four posts. A further 99 posts are covered by market tests now in hand.

To ask the Secretary of State for Employment what restrictions have been placed on the recruitment of Health and Safety Executive staff since August.

It is for the Health and Safety Commission and Executive to decide how to deploy their staff and other resources in managing their grant in aid.
