To ask the Secretary of State for Employment what percentage of young people on youth training places are expected to reach national vocational qualification level 2 by 1997; and what steps he intends to take to meet this target.

Forecasts of attainment of national vocational qualification level 2 in youth training and youth credits are published in the Department's annual report —Cm 2205—and currently extend up to 1995–96. Sixty per cent. of young people on YT or youth credits are expected to reach NVQ level 2 and above by 1995–96. The figure quoted includes level 1 for trainees endorsed as having special training needs. Progress towards this figure will be made by agreeing targets each year for the achievement of agreed outputs—mostly NVQs—with training and enterprise councils. TECs are paid between 25 per cent. and 40 per cent. of their YT funding on the basis of results achieved. The Department is piloting much higher levels of output funding—up to 100 per cent.—with some TECs to see whether this is effective in improving NVQ performance. The Government also intend that, by 1996, every 16 and 17-year-old leaving full-time education will have the offer of a youth credit. Youth credits represent an entitlement to train, generally to at least NVQ level 2 or equivalent.

To ask the Secretary of State for Employment how many youth training places meet national vocational qualification level 2; and what proportion this represents as a total of the number of training places.

All youth training places are required to offer trainees the opportunity to aim for a qualification at national vocational qualification level 2 or higher, unless the trainee has been endorsed as having special training needs.
