asked Her Majesty's Government:

Whether they will propose that the United Nations Secretary General's Special Representative in Angola be asked to conduct a feasibility study on the possibility of a war crimes investigation in Angola to cover alleged murders of non-combatants on both sides, including in particular the deaths of Tito Chingunji, Wilson dos Santos, Salupeto Pena and Jeremias Chitunda.

We see no basis on which a possible war crimes investigation into any of these deaths might be considered appropriate. Mr. Chingunji and Mr. Wilson dos Santos, both senior members of UNITA, were killed on the orders of Dr. Savimbi, the UNITA leader, in August 1991 after a show trial on charges of treason. Messrs Pena and Chitunda, both senior UNITA commanders, were killed on 1 November 1992, when a heavily armed convoy of UNITA vehicles attempted to force its way through a government road block in Luanda.
