§ Dr. MawhinneyThe Government's programme for improving primary health care and delivering services in ways which better reflect the needs of consumers was set out in the White Paper "Promoting Better Health" (Cm 249). We continue to develop this, for example through the revised health promotion arrangements in general medical services which place greater emphasis on better targeting of resources and wider access to health promotion for all patients; by reviewing the arrangements for the provision of general dental services; by encouraging cost effective and quality prescribing; by developing purchasing of community health services that are sensitive to local needs and take account of other60W primary care services; and by developing the proposals for strengthening primary care in London as set out in our strategy document "Making London Better".
