asked Her Majesty's Government:

What is their response to the Danish initiative within the European Community to increase the resources available for reconstruction in Third World Countries after natural or man-made catastrophes or conflict.

The Council of EC Development Ministers on 25th May, at which I represented the UK, agreed to a proposal from the Danish Presidency that the Community should develop special programmes to meet the rehabilitation needs of some sub-Saharan African countries. The Council considered that a sum of at least 100 mecu should be allocated immediately for rehabilitation, primarily from the European Development Fund. This is in addition to the 274 mecu already being spent on rehabilitation through the European Community.
