§ Mr. Robin SquireThe estimates requested are not available by region or by individual local authority. We estimate, however, for England, that 12.54 million dwellings are not subject to a discount, 2.65 million householders receive full council tax benefit and 1.76 million partial benefit, and 3.75 million dwellings benefit from a transitional reduction. We have no figures on the number of dwellings receiving a reduction in respect of special features for residents with disabilities. As many dwellings receive more than one type of reduction, and some may indeed receive all four, we cannot estimate overall how many dwellings do not pay full council tax.
