To ask the Secretary of State for the Environment what plans he has to amend part F of the Building Regulations in respect of the ventilation and insulation of buildings; and if he will make a statement.

I am today issuing a consultation paper setting out our proposals for improving the requirements of part F of the Building Regulations 1991 (Means of Ventilation). Copies have been placed in the Library. The proposals have been introduced to improve and simplify the current provisions in dwellings; and to provide builders with a wider range of options on how these can be achieved. Requirements for non-domestic buildings are proposed which generally reflect the relevant requirements of the Workplace Health, Safety and Welfare Regulations 1992 so that new building work should not require subsequent adaptation.
