asked Her Majesty's Government:

Whether they will list by name those who were sentenced to life imprisonment for terrorist offences since 1973 and who have been subsequently released on licence or who have escaped, indicating in each case the nature and location of the offence, the date of conviction and the date of release or escape.

Notes

1. The bracketed figures provide particulars of prisoners whose offences were committed in England and Wales, all others relate to offences committed in Northern Ireland.

2. Multiple murders are reflected as a single entry against the year of the first murder conviction.

3. Where a life sentence has been imposed for offences in more than one of the defined categories a single entry only is recorded against the year in which the principal offence, either murder or attempted murder, was committed and for this purpose murder takes precedence over attempted murder.

4. The column headed Explosives Related Offences includes convictions for causing an explosion and sending explosive substances.

5. The column headed Other includes convictions for wounding with intent and possession of firearms with intent.

Since 1973 none of the prisoners who have been sentenced to life imprisonment in England and Wales for terrorist offences has been released on licence in England and Wales, or has escaped from prison custody. Particulars about prisoners, sentenced to life imprisonment for terrorist offences since 1973, who have been released on licence or have escaped from prison custody in Northern Ireland are presented in the following table. It would not be appropriate to name those concerned:

6. The figure for number sentenced in 1973 includes two capital punishment sentences which were later commuted to life imprisonment.

7. Escapees who were recaptured and who were subsequently released on licence are recorded once only against the year in which they were licensed.
