§ Mr. Garel-JonesSince 2 April, President Clinton and President Yeltsin have agreed to pursue negotiations towards a multilateral test ban. The United States will be consulting further with other nuclear powers, including the United Kingdom. Our concern will remain the safety of existing nuclear weapons, and to ensure that any eventual agreement is as effective as possible in contributing to non-proliferation.
