§ Mr. MacGregorTogether with my right hon. Friends the Secretaries of State for Scotland and for Wales, I intend to publish tomorrow a Green Paper on the basis of charging for motorways in Great Britain entitled "Paying for Better Motorways: Issues for Discussion". Copies will be available in the Vote Office from 11 am in the usual way.
The Green Paper will be very much a consultation document to stimulate informed and vigorous debate. The Government have taken no decision to introduce direct charging.
