The Earl of CaithnessWe intend to publish tomorrow a Green Paper on the basis of charging for motorways in Great Britain entitledPaying for Better Motorways: Issues for Discussion. Copies will be made available.
The Green Paper will be very much a consultation document to stimulate informed and vigorous public debate. We have taken no decision to introduce direct charging.
