To ask the Secretary of State for Foreign and Commonwealth Affairs what response the Armenian Government have given to proposals for a ceasefire and a withdrawal or Armenian troops from Azerbaijan; and if he will make a statement.

The Armenian Government have responded positively to the latest trilateral initiative by the Governments of the United States, Turkey and Russia for a ceasefire and a withdrawal of troops from in and around Nagorno-Karabakh, and for a resumption of talks under the auspices of the conference on security and co-operation in Europe. However, the Armenian Government have not yet given their formal approval to this plan. My right hon. Friend the Secretary of State for Foreign and Commonwealth Affairs and I will use the opportunity of our meeting with the Prime Minister and Foreign Minister of Armenia on 27 May to urge the Armenian Government to accept this latest proposal, and to use their influence with the authorities in Nagorno-Karabakh to do the same.
