§ Mr. FreemanNo. The franchising director and the rail regulator will need to maintain close and constant liaison with each other, the Department of Transport, BR, train operators and others, many of whom are also located in London. Initially, at least, their headquarters will therefore be in London.
While it remains a division of British Rail, the location of Railtrack's headquarters is a matter for the British Railways Board.
