To ask the Secretary of State for the Home Department what guidance he has issued to police forces in the United Kingdom about the criteria in defining crime as being racially motivated; and what representations he has received concerning such definition and the recording by the police of racially motivated crime.

All police forces in England and Wales use the definition of racial incidents set out in the 1991 report of the interdepartmental racial attacks group. The definition is as followsAny incident in which it appears to the reporting or investigating officer that the complaint involves an clement of racial motivation, or any incident which includes an allegation of racial motivation by any person.

All forces systematically monitor reported racial incidents and HM inspectorate of constabulary collects statistics centrally.

My right hon. and learned Friend has not received any representations about the above definition or about the police recording of racially motivated crime.
