§ Mr. BaldryNone, although as part of independent research into the effectiveness of the first phase—1990–93 —of the Government's £96 million rough sleepers initiative, a count undertaken by voluntary organisations last November found that the number of people sleeping rough in central London had fallen to around 420, down by more than a half from estimates of over 1,000 before the initiative began.
