§ Mr. Llew SmithTo ask the Secretary of State for Foreign and Commonwealth Affairs what response Her Majesty's Government have made to the Commission's legislative programme for 1993, "COM (93)43 Final" published on 3 February; and what is his policy towards the proposal to change the scope of Euratom safeguards as set out in paragraph 244 of the programme.
§ Mr. EggarI have been asked to reply.
The contents of the Commission's legislative programme have been received and noted. Her Majesty's Government do not respond formally to the Commission's programme. The only reference in the legislative programme to Euratom safeguards is contained in annex III under the section entitled "promoting sustainable, environment-friendly growth", and relates to the amendment of regulation (Euratom) 3227/76 to strengthen international safeguards. Initial proposals for these changes were described in explanatory memorandum 4140/93, a copy which has been placed in the Library of the House.
