§ Mr. Leigh[holding answer 19 May 1993]: The Department of Trade and Industry assumed responsibility for contracting with training and enterprise councils for the delivery of business support programmes on the 1 April 1993. As yet the Department has not undertaken any formal studies of their effectiveness, but plans to do so later in the year.
