§ Dr. MawhinneyIt is for national health service purchasers—health authorities and general practitioner fundholders—to place contracts with provider units to secure high quality, cost-effective services. The Government agreed with, the medical profession in 1991 that providers should not offer a contract to one purchaser that would disadvantage the patients of another. We have no evidence that hospitals are not following this guidance when offering services to potential purchasers.
