§ Mr. YeoI will be announcing the Government's further response to the Warner report "Choosing with Care" at the Association of Directors of Social Services seminar on 19 May. When the report was published on 7 December 1992, local authorities were asked to take urgent action to implement the recommendations aimed at improving personnel practices and procedures, and the arrangements for the supervision and appraisal of staff. Reports asked for by Easter indicated that good progress is being made.
Tomorrow I shall be responding in more detail to the remaining recommendations of the Warner report. This will cover the following areas: training, vetting and police checks; a campaign to raise public awareness of residential child care; a code of employment practice; a code of practice on national standards and a modified proposal for a development action group.
I will be placing a copy of that response in the Library tomorrow morning, 19 May, at 11 am.
In addition, the Department will also be discussing with the local authority associations a phased programme of action for implementation by local authorities of the remaining recommendations addressed to employers. This is to be set in train by July this year.
