§ Mr. BoswellThe series of ministerial conferences with the youth service established that the youth service is strongly committed to the principle of local determination. It is primarily for individual local authorities to determine their priorities and the type and mix of youth work provision to meet local needs and circumstances in accordance with sections 41 and 53 of the Education Act 1944.
