To ask the Secretary of State for Wales if he will make it his policy to empower local authorities in Wales to make direct payments to people with disabilities following the completion of needs assessments.

No. Now is not the time to be adding to local authorities' very full agendas. Direct payments are, and should continue to be, the province of the social security system.
