What matters are to be brought within or taken without the sole competence of the European Community by the Treaty of Maastricht.

I refer the noble Lord to the answer I gave him on 14th April (Hansard col. WA63). The position in relation to areas of exclusive competence of the European Community will remain essentially the same after the amendments made to the Treaty of Rome by the Treaty of European Union. In so far as such areas may arise under the provisions relating to Stage III of economic and monetary union, it should be borne in mind that the United Kingdom is not obliged to proceed to Stage III.
