asked Her Majesty's Government:

Whether they are encouraging British cities to twin with counterparts in South Africa and United Kingdom political parties to provide expertise to southern African parties, especially those which have not previously taken part in national elections.

Twinning is a matter for local councils or authorities. The Government would certainly be prepared to consider supporting proposals on voter education from interested parties, provided that the proposal includes a mechanism for clear accountability.
